TO HELP conserve water and prevent flooding, the 18th City Council, through the committee on planning and development chaired by Councilor Ian Mark Nacaya is now studying the proposed Cagayan de Oro City Rainwater Harvesting Ordinance of 2017.
The proposed legislation aims to promote the capture, storage and utilization of rainwater as a viable alternative source of water supply primarily for non-potable use including domestic usage such as toilet flushing, general cleaning, washing of clothes, urban agriculture, landscape irrigation and for industrial, commercial and agricultural usage.
It requires the installation of a Rainwater Harvesting System (RHS), composed of five basic components, namely: collection, conveyance, storage, filtration and distribution for the eventual use of the collected rainwater.
The proposed law provides that the RHS is mandatory for the construction of new houses , apartments, duplex, or multi-storey buildings and residential development with a building area of at least 50 square meters and new multi-storey buildings with a building area of more than 50 square meters whether public or private.
It will cover all existing public buildings especially public schools, markets and golf courses and all land development whether subdivisions or residential, commercial, industrial and other subdivision projects.
It is also mandatory for all newly-established agricultural plantations.
After initial discussions with representatives of the United Architects of the Philippines (UAP), subdivision and developers association, and concerned department heads, Councilor Nacaya requested the stakeholders to submit their respective position papers on the proposed ordinance
He said the committee will discuss their recommendations on Tuesday, September 26.
