Dahino acts on MOA for various farm-to-market projects

THE City Council committee on finance, budget and appropriations chaired by Councilor Edna M. Dahino last week directed the Local Finance Committee (LFC) to submit a new Certificate of Availability of Fund (CAF) representing the city’s 10-percent counterpart for various farm-to-market road projects in Cagayan de Oro City.

These pojects include concreting of Midkiwan, Barangay Bayanga (P5M), concreting of Bulao, Barangay Iponan (P6M), concreting of Zones 1 and 8, Barangay Bonbon (P4M), concreting of Barangay Sawmill, Barangay Dansolihon (P4M), and concreting of Zone 2A Riverside, Barangay Pagatpat from concreting of Sitio Lunas, Barangay Pagatpat (P3M), The Power learned.

Under the MOA, the DPWH shall cause the preparation of Program of Works (POWs) and Detailed Engineering Designs (DED), consider the 10% counterpart fund of the city, which shall be in the form of cash and shall be downloaded by the city to the DPWH thru a funding check.

Moreover, DPWH shall secure an Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) if applicable and adhere to its provisions and the other social safeguard measures, undertake the bidding and award of contract for the project’s civil works, conduct procurement of the project upon receipt of SAA, be responsible for the 100% completion of the project within the duration indicated in the PERT/CPM, and shall be fully responsible for the accounting and disbursement of funds in accordance with existing COA, DBM and other existing government procedures, rules and regulations.

For its part, the city shall issue CAF to the DPWH amounting to P22M signed by the LFC, monitor the project implementation, maintain the good road condition of the FMR projects after completion and turn-over of the DPWH.

The MOA also provides that the DPWH-CDOC 1st DEO shall transfer the assets at cost to the city after final acceptance of the project and all required liquidation reports are submitted, among others.
Councilor Dahino endorsed the proposed MOA to the committee on laws and rules chaired by Councilor Ian Mark Q. Nacaya for appropriate action. (JAO)
