CAMP EVANGELISTA, Cagayan de Oro City--An NPA leader and 17 others operating in Region 10 face raps for various atrocities against innocent civilians and destruction of properties.
Bukidnon's Provincial State Prosecutor Rommel Alonto filed the case of private complainants whose sugar plantation was reportedly torched by the suspects sometime in the morning on December 12, 2015.
Charged were Dionisio Micabalo alias Muling, Secretary of the New People’s Army (NPA) North Central Mindanao Regional Committee (NCMRC), Lorna Micabalo, Juvilito Pontillas, Almer Calacar, Alias Ka Yaya, Vicente Pontillas Jr., Vicente Pontillas Sr.,Warwen del Rosario, Virgilio Canoy, Reynaldo Libres, Bernie Hentapa, Richard Libres, Dahulo Ortez, Lorena Micabalo, Rosalie Omandam, Jonald Saludar, Emie Santa Ana Y Menenter and Alias Arabu. They are all at large.
Alonto said that during armed conflict between the government and Micabalo’s group, the civilians and their properties who were not part of the conflict are protected by the International Humanitarian Law (IHL).
The destruction of the properties owned by the civilians constitutes a violation of IHL and R.A 9851, also known as “Philippine Act on Crimes Against International Humanitarian Law, Genocide, and other Crimes Against Humanity.”
On Wednesday, Jonathan Salas, owner of the sugar plantation in the village of New Eden, Pangantucan, Bukidnon, also filed a criminal complaint against Micabalo’s group with the regional court in Cagayan De Oro City.
The sugar plantation was reportedly torched after Salas allegedly refused to the give money as part of the extortion activities of Micabalo and his 17 other comrades, Alonto said.
